Monte Carlo Flood Simulation
A single premium estimate tells you what you pay today. Fluvenar runs 10,000 simulated scenarios to show you the full distribution of what you might pay over your ownership horizon — accounting for NFIP rate changes, map revisions, climate-driven flood frequency shifts, and policy reform uncertainty.
Why Monte Carlo?
Flood insurance costs are driven by variables that are individually uncertain but collectively predictable in distribution. A deterministic model gives you one number. Monte Carlo simulation gives you a probability-weighted range, which is far more useful for financial planning — especially for a 30-year mortgage.
The key uncertain variables we simulate include:
- NFIP glide path pace: Congress can accelerate, pause, or cap the 18% annual increase. We model legislative intervention as a stochastic event with historically calibrated probability.
- Map revision probability: FEMA remaps areas on irregular cycles. A remap can move your property into or out of an SFHA, dramatically changing your premium. We estimate remap probability based on map age and FEMA's current mapping priorities.
- Flood frequency shift: Climate change is increasing precipitation intensity in many regions. We incorporate NOAA Atlas 14/15 precipitation frequency estimates and adjust flood return periods based on observed trends.
- CRS class changes: Community Rating System participation can improve or lapse, changing the CRS discount applied to all policies in the community.
- Policy reform: Major NFIP reauthorizations (2004, 2012, 2014) have each changed the premium trajectory. We model the probability and direction of future legislative changes.
Simulation Methodology
Each of the 10,000 iterations proceeds through the following steps for every year in your ownership horizon:
- Sample glide path rate: Draw from a truncated normal distribution centered on the current 18% cap, with tails reflecting congressional intervention scenarios (pause at 0%, accelerate to 25%).
- Apply premium increase: Compute the new premium as min(current x (1 + glide_rate), actuarial_target). Once the actuarial target is reached, the premium tracks the target.
- Check for map revision: Draw a Bernoulli event for whether FEMA remaps this year. If remapped, resample the flood zone from a transition matrix calibrated to historical remap outcomes for similar properties.
- Update flood frequency: Apply a climate trend adjustment to the underlying flood return period. We use county-level precipitation trend data from NOAA's Applied Climate Information System.
- Recalculate actuarial target: If the flood frequency or zone changed, recompute the actuarial premium using the updated risk profile.
- Record annual premium: Store the premium for this year in this iteration's trajectory.
Historical Calibration with NOAA Data
The flood frequency model is anchored in observed precipitation data. We use NOAA Atlas 14 precipitation frequency estimates (and Atlas 15 where available) to establish baseline return periods — the 10-year, 25-year, 50-year, 100-year, and 500-year rainfall events for your property's watershed. Historical stream gauge data from the USGS National Water Information System (NWIS) provides river stage records that validate the rainfall-to-flooding relationship. Where gauge data is sparse, we supplement with FEMA's Flood Insurance Study (FIS) hydraulic models.
Reading the Output: Confidence Intervals
The simulation produces a distribution of premium trajectories. We report three key percentiles for each year:

The P10-P90 range forms the 80% confidence interval. For properties early in the glide path (far below actuarial rates), this range is narrow because the 18% cap dominates. For properties near actuarial rates, the range widens as uncertainty about future risk changes becomes the primary driver.
Latin Hypercube Sampling
Rather than simple random sampling, Fluvenar uses Latin Hypercube Sampling (LHS) to ensure efficient coverage of the input space. LHS stratifies each input variable into equal-probability intervals and ensures each interval is sampled exactly once. This produces more stable percentile estimates with fewer iterations than naive Monte Carlo, which is why 10,000 iterations are sufficient to produce publication-quality confidence intervals.
